When giant transportation projects are built, there is a tendency for there to be over-runs. Politicians sell them at a certain cost and when it goes over, go oops. But in most cases once started they actually finish, even if they change in scope. But Cincinnati has one that is extensively built, but no completed… and NEVER used.

In the early years of the twentieth century, when the river trade was flourishing and it ranked in the top ten largest cities in the nation, Cincinnati decided to build one for itself. The major impetus was the draining of the Miami and Erie Canal, along which the subway would be built.
